Possibly. Jack Russell Terrier owners will certainly tell you that their breed is the most intelligent. They were specifically bred to hunt foxes and so breeders sought to create a small, fearless dog that is as smart (and as quick) as a fox. Jack Russells are commonly used in television and film because they are highly trainable.
There has only been one comprehensive study of dog intelligence by breed. The study was done by Stanley Coren and his widely publicized rankings are published in his book "The Intelligence of Dogs: A Guide To The Thoughts, Emotions, And Inner Lives Of Our Canine Companions."
Unfortunately, Jack Russells do not appear on Coren's list because Jack Russell Terriers are not an American Kennel Club (AKC) recognized breed. The Jack Russell community has been reluctant to seek AKC recognition because of fear that it might dilute the dog's hunting attributes.

But Collies are bred for intelligence and working ability, rather than looks as with the vast majority of other breeds.
Though, there are huge varience within breeds - one of my collies is incrediby smart, he's learning abstract thinking at the moment, but our other collie isn't anywhere near as intelligent - but her common sense is stunning.
Jack Russell's are considered the smartest dog in the world, but they are very independent making them a little to smart.

It depends on the individual dog. I have two JRs, a mother and daughter. The daughter is very smart and even unloads my washing machine etc. but the mother can't even sit on command :D
