After some work on the vehicle such as replacement of the main vacuum system, when the cruise control is disabled during the work, it looses its communications with the main system. The only way to fix this is to have the programing uploaded to it by a ford dealer.

There is not a fuse for the cruise (or speed) control on a 2008 Ford F-250.
If a 1985 Ford F150 5.8, with a replaced speed sensor, cruise control surges and with a working pedal switch, it is due to vacuum leak. Check on the cruise box under the hood for any leaks.
if it looks like a switch with a vacuum tube running to it, it is probably the vacuum dump switch - a secondary safety to deactivate the cruise control
