No it hasn't changed, it is still 17 for all at the moment. Check this link:

This link is off the DVLA website and the idea that it chaged to 18 for people born 1993 and after is just a rumour.
Check the M.A.F. ( master air flow ) on the intake. This could be a factor.
first I changed the fuel filter, didn't help. then i changed the air filter and put gas treatment in the fuel. seem to have done the job. air filter was nasty. had just bought the car.

Have your ignition module and switch checked. I had the same problem and that was the answer.

the 93 wagoneer has an automatic security system that goes off anytime the battery is unplugged. it is a safety mechanism to help keep people from steeling your car that is really stupid in my opinion, but it is just part of the security of the jeep.
