No. The common headscarf is called a hijaab. The hijaab covers only hair allowing the entire face to be visible.
A burqa is used in some parts of Central Asia and has a mesh covering over the face so that the woman is unidentifiable.

It has more to do with Islamic custom than on the Taliban enforcing it. The Koran speaks of men and women dressing modestly and mentions the head scarf (hijab) as something women should wear. The full body Burqa being a fairly conservative form of that. Also even though the Taliban are now gone many Warlords in the South of the country still enforce it. Around the capital Kabul they have declined heavily but still religious women wear in particular continue to wear it voluntarily.

There are many different types of garments and outfits that fall under the term "burqa". Some, like those of Afghani women, consist of one large piece which can be slid over the head and shoulders like a shirt. Some women take a very large rectangular cloth, tie one end around the waist, and wrap the large end up over their head and torso, and secure it over their face. Others (like myself), wear a long, tunic-like garment (abaya, jilbab, isdaal, chador, etc.), with a khimar or hijab (large cloth or scarf covering the head and chest), and a niqab (a veil covering the face). These are just some of the ways of wearing a burqa.
Burqa is worn by women of some countries per the traditions and cultures of those countries. Wearing Burqa is neither obligated nor forbidden by religion of Islam.
