Neither. Urban means in a town or city. In the United States, the northern states have traditionally been more urban than those in the south. This cannot necessarily be supported any longer. Consider that the Atlantic coast of Florida is essentially one large city from north of Jacksonville to south of Miami. Same for much of the Gulf coast of Texas. Consider cities such as Atlanta, Georgia; Dallas/Ft. Worth, Houston, Austin, and San Antonio, Texas; Memphis and Nashville, Tennessee; Charleston, South Carolina; and others. There are many urban areas of the American south.
