In a way, yes, tolerating racism and racial slurs is one price of freedom that many have to deal with. However, just like with all freedoms, so it does not infringe on the rights of others, it can only be taken so far.
One may be able to call someone on the street a racial slur with no consequence because of their freedom of speech, but a boss calling one of their employees a racial slur will more than likely have consequence on their part; that way the employee can enjoy their right to work in a non hostile environment.
