The Senate, of course, always has 2 Senators per state. Anyway the three fifths compromise counted 3/5ths of the total number of slaves for counting purposes. The 14th amendment, passed after the Civil War, guaranteed citizenship for all persons born in the United States- including former slaves. The 13th amendment was the de facto end of slavery. Since that time, the 3/5ths compromise had been essentially meaningless- as there are no longer "free persons" and "all other persons" that the 3/5ths compromise had been based on.
