Is the water pump pulley supposed to have some kind of coating on the surface because the belt keeps wanting to walk off on a 1989 wrangler 6?

no, if all of your pulleys are lined up I would suspect that the water pump is going bad and dragging on the belt, this can cause slippage.
More likely than that is that the belt is either too lose or too tight, use a balt tension gauge to get the correct tension.
