Elevation can make a huge difference in weather, Phoenix (1,000 ft) and Tucson (2,000 ft) thatll make tucson a bit cooler, tucson even gets some snow cause of elevation.

Rarely. It is very hot there. Maybe 1 time every 10 years. There are ski areas in the mountains nearby, however. Tucson, while still hot in summer, is somewhat cooler than Phoenix because it is at a higher altitude. It's still very dry, though.
