Yes it should be under the hood in the main fuse box (clearly marked), there is also an inertia switch located in the passengers side kick panel (in case of an accident).
There is a relay switch for the signal flasher's, on your 1997 Ford van. The relay switch is below the dashboard on the drivers side.
On the passenger side fire wall in engine compartment !

first check the horn relay, if that dosent work your horn switch is probably stuck try checking it!
Under the hood look at the inner fender close to the battery, it should be right there to the best of my knowledge.

If the Aerostar is not set for auto lock when the vehicle is put into gear, check the door lock, switch. Also check the lock relay and wiring for a possible short.
The fuel cut off switch is bad! Replace it

I believe you will find the relay in the cluster of 3 or 4 relays under the 8" long plastic cover to the right of and behind the battery (below the starter relay) as you face the engine. I do not remember which of the set it is.
On a 199o f 150 the wiper relay is behind the glove box. it frustrated me looking for it too. I call a ford dealer. good luck
