Is there a fuel pump relay on a 1993 Blazer. Yes!!
The relay is located on the firewall/engine compartment on the drivers side of the vehicle. If the vehicle has A/C there may be two relays mounted on the firewall, in this location. In such a case, the fuel pump relay will be the one on the left, while facing the vehicle. The part number for the relay is 10034222. The A/C and Fuel Pump relay are the same part number, so a quick way to test them is to exchange them (assuming your A/C works)!
Generally, however, it's a bad fuel pump or fuel pressure regulator, on this vehicle. if you hear the pump run for a few seconds when you turn the key switch to run position then the relay is fine.if you dont hear it prime up then it is bad pump or relay.
most commonly the pump is bad, but also sometimes the wire from relay to pump can lose connection and i have seen it happen sometimes on this vehicle model.

Don't know of a headlight relay but the headlight circuit breaker is located in and part of the headlight switch.

from my experience I'd say it's the relay or the switch itself. my '90 s10 blazer has the same problem - albeit intermittently... On previous cars it always turned out to be the switch or the relay. Also, failing fan motors usually make a racket before completely stopping.
