Yes, it is an IBC code requirement and every municipality has it's own additions or alterations to the general code requirement. Check with your local Building Official.
Work is actually being done to try and better standardize the pool laws. In December of 2007 The Virginia Graeme Baker Pool & Spa Safety Act was signed into law. This law puts the Consumer Product Safety Commission (CPSC) in charge of setting up the codes and doling out the grant money to states that comply. The CPSC has had pool barrier guidelines for years. There are several publications they have listed on their website. They recomend that the barrier be at least 48 inches tall and have a self-closing and self-latching gate. The pool gate can be made self-closing by using Tru-Close Hinges and self-latching by using the Magna-Latch . See links below for more information.swiming pool
