In some fields of veterinary medicine, yes. Large animal medicine, food animal medicine, pathology, toxicology and public health all need more veterinarians.
Veterinarians are involved in more than just providing vaccines and routine pet health exams - they are also highly trained comparative scientists who work to protect the public health (such as through rabies vaccination programs and meat inspection), to further scientific knowledge through research (all lab animals are overseen by a board-certified lab animal veterinarian, for instance) and to protect animal and human health globally through disease eradication and prevention.
