As per www.totalrecallinfo.com there are 3 recalls on this item, but not the clock spring.
This is most likely the clock spring in the steering column. Chrysler had a recall on incorrectly wound clock springs. I would recommend taking it to a Chrysler dealer for confirmation.
I need to do the same replacement due to the air bag light is on constantly. I called Chrysler and I was told this is a recall issue (recall # B24). For detail for yourself, call Chrysler (800)853-1403. You might have dealer repair for you free.

Check for a recall on the clock spring. If your CD player and horn aren't working, or if the Air bag or ABS light is on, its almost surely it.
I may have answered my own question. 1995 Caravan airbags, electrical system and clock-springs were the subject of a Chrysler / Dodge Caravan recall in the mid-to-late 1990's. We were fortunate enough to enter our 1995 Caravan VIN at the national recall website and find out that indeed, ours is part of that recall. Chrysler and our trusted dealer will be handling our needs and the recall. It appears that those recall "sensitive" parts will be hard to locate, presumably more for safety reasons.
Answering your question concerning the horn relay . I have a voyager 98 ,my horn and cruise control was not working so the problem was from a piece name clock spring located under the horn and cruise switches in the (direction) . So when i changed this clock spring both problems where solved . The clock spring is under warranty from Chrysler/Dodge due to a factory recall. Check with your local dealer to see if your model/year is covered.
Probably the switch, they fail often. If not that, it may be the clock spring, if you never had it replaced. If its the clock spring, it is a free warranty recall replacement, even now. AJ

If you look under the clock to the right you see two small buttons labeled H and M. H for hours and M for minutes take a pin or something with a pointed edge and press in the buttons to change the hours and minutes on the clock.
