The air suspension relay on a 2003 navigator is located on the passenger side where the compressor is on the front bottom near the fog lights.
Air suspension needs compressed air for the control of Air Springs (Air Spring is a cylinder like thing which goes up and down when air is pumped in and out of it). For pumping in and out the air, air compressor needs to be switched ON/OFF. Compressor relay connects and disconnects the compressor motor from the power supply ( battery).
In the Power Distribution Box in the engine compartment ( the P D BOX is " live " ) Relay # 303 ( one of the large relays ) is the air suspension relay

The suspension compressor relay on the 1995 Lincoln Continental is located under the hood in almost the exact center of the vehicle just under a smaller relay. It is at the front of the car, just look for the fan shroud and the relay will placed in between the two fans closer to the top.
i found out for myself that if you jump terminal a&b at the compressor relay the compressor will kick on so i replaced the relay and it works.
