Updated Answer The state in which you are legally licensed defines when you may or may not get an occupational license. In general, if the offense was not DUI/DWI/OUI/OWI related, an interlock device is not necessary. Previous Answer Yes, because you can't even legally move the vehicle without the occupational license.

No, you are not legally married. A getting the license doesn't complete the process, it must be executed and returned.
You may or may not be. You need to check at that county clerk's office. It is the officiant's obligation to return the marriage license to the issuing office so your license may have been returned and recorded without your knowledge. Generally, if the license is never returned there is no vital record made and thus no proof of the marriage.
It may depend on what state you are in - if you are operating without the interlock the suspicion/assumption is going to be that you bypassed it for a reason. What reason? Probably because you were under the influence and it would not allow the car to start for you. At the very least you MAY be summarily arrested and taken in for a test to determine your sobriety.
For all you whippersnappers, the device of which our friend speaks was designed to keep people from driving without their seat belts on. You couldn't start the car without buckling up, and it was federal law to install it in 1974 cars. The schematic for wiring around it is in the Bentley manual.
Nope. The marriage license is null and void without the proper signatures. And, the original marriage license itself is not void as the issue date is over one year.
Automatic transmission interlock - try with foot on brake and emergency brake set holding the ignition switch in start position, shifting transmission from park to neutral and wiggling it around. If that works, could be adjustment or bad interlock switch. Manual transmission, clutch safety interlock may be bad. Ignition switch bad? Wiring to, from starter relay or solenoid bad? Previous owner wired secret start lockout switch under dash and your 2 year old found it without telling you? ... Grapeguy
yes you can buy bullets without a license you can also buy cartridges without a license.
The interlock switch is to start the vehicle without having to press in the clutch. It took me a while to figure this out myself.
It depends on what the status of your FL driving privileges are. KY will possibly offer you the same driving privileges or restrictions that FL allowed you. All states share their DMV databases and licensure information.
Check to see if brake lights are working - shift interlock and they are usually on the same circuit - check fuse
