Is there a way to reduce processor speed so that older games can be played on a computer that is new without permanently affecting the computer?

you don't have to reduce processor speed. If you're running an older game that doesn't want to run right on XP, right click the desktop icon, go to compatability mode, tinker around in there. If the problem you're having is a video issue, try getting the latest drivers for your card.

A heatsink and fan is required. Without at least a heatsink, the processor would get way too hot in a very short period of time. This overheating of the processor could permanently damage it and render it useless.
