"ra" means: "Radhi Allahu Anhu" (may Allah be pleased with him)
"as" means: "Alayhe-ssalaam" (Peace be upon him)
'Radhi Allahu Anhu' is for the Companions of the Prophet, so it is the correct thing to say. The other saying, 'Alayhe-ssalaam' is for a Prophet only, so it is wrong to say for Ali.
Some misguided Shiah - those who think they are Muslims but are actually away from some important Islamic teachings - may use "Alayhe-ssalaam" for Ali, out of their ignorance. They are wrong (as they are wrong about a whole lot of things).
Apart from many basic differences with the Shias, there is no harm in using AS with Hazrat Ali, Hazrat Abu Bakr AS, Hazrat Umar AS if the idea behind it is not that they were Prophets. But if the idea behind using AS with only Hazrat Ali is that he was also a Prophet (Allah forbid), then it is utterly the faith of Non-believers. Our beloved Prophet Hazrat Muhammad (SAW) is the last prophet of Islam. He once said,"Had there been a prophet after me, it would have been Umar. But there is no prophet after me."

Absolutely not! they are different from all aspects. Sunnis never abuse any Sahabi. instead Kharji are nearest to Shiah (who abuses all sahaba except some) and Kharji do the same for Most of Sahaba including Hazrat Ali and Hazrat Muawia and their base is Hadith " One who pick arm agaist Muslim ( to kill ) is not from us" So they believe that Hazrat Ali and Hazrat Muawia both were (nauzubillah) out of Islam.

I am not aware of any Shiite who hates Caliph 'Ali. Perhaps you are asking why some Shiites hate Caliphs Abu-Bakr, 'Omar, and 'Othman. Those Shiites who do opposed these leaders do so because they believe that Mohammed intended 'Ali to succeed him and these three individuals conspired with other Muslims to prevent 'Ali's ascendance as Caliph. They consider the shura or election that led to Abu-Bakr's appointment and the direct appointments of 'Omar and 'Othman to be a violation of the true nature of Mohammed's succession.

The shia believe that Hazrat Ali was the rightful successor of the Prophet and was appointed as the Caliph by Hazrat Muhammad at the event of Ghadeer. The first Four Caliphs are Called the Rightful (Rashidoon) Caliphs. They were in order of seniority: Hazrat Abubakr who died his natural death. Hazrat Umar was assasinated in the Majid i - Nabwi when he came to lead the Fajr prayer. Hazrat Usman was assasinated by the rebels. Hazrat Ali was also assinated while he came to lead the Fajr prayer. In fact, the first four Caliphs didn't keep any body guard.
