I have success using marine epoxy. The material should be dry, allow to completely dry before installing. Try to extend the epoxy at least 1/4"or more beyond the damaged area.

The filter needs to be dismantled to find the damaged elements and replace them. While the filter is down have all the grids inspected and cleaned to determine if more are damaged. Depending upon filter brand there are 8 grids.

Because there is probably a tear in one of your grids inside of the filter that needs fixed.

DE, also called Diatomaceous Earth, are the bones of tiny anamils and algae that lived millions of year ago. It's used to coat the grids of DE filters. The dirt is trapped in the DE on the grids and is back-washed out, similar to a sand filter. Then fresh DE is put in the skimmer and re-coats the grids. About once per month you should take your DE filter apart and clean the grids, then re-coat them with fresh DE. DE filters are a bit more expensive but if you have to have the best water, DE is the way to go.
You have damaged grids inside the filter. Remove and replace. k
What was your clean starting pressure? When was the last time that you backwashed the filter? When was the last time that you broke the filter down and cleaned the grids in the proper manner? Sounds like your filter is getting dirty. k
