No, it must be wiped off with the appropriate solvent, preferably straight away. It will never cure without the hardener.

If you have done NOTHING at all to the clear, and the clear is totally dry, then yes you can sand it down and spray the clear back on top. CAUTION : USE Only very fine sand paper like......1000 grit to 1500 grit.
