There are a few in the fuse box in the passenger compartment and then some more the Auxiliary fuse box in the engine comprtment area.
The fuse will blow when the current draw in the circuit that the fuse is protecting is more than the rating of the fuse. It usually indicates a faulty componet in the circuit or grounded wiring.
If the radio fuse is blowing on a 1997 4Runner then there may be a short somewhere in the wiring. Search for the short using a volt meter to avoid any more fuses to blow.

Yes there are two fuse boxes. One in the engine compartment main fuses that control more than one thing. The second is in the passenger compartment under and I mean under the dash on the drivers side wall. Get a flash light it is a retangular black box, follow the wires to it.
If it is not located in the fuse box on the side of the drivers side dash then pull up and out on the back seat and there are several more fuse boxes there. Most probably located there. Each box usually has a list of what each fuse location is.
