I believe there is. I drive a 99 model. I was trying to fix my cigarette lighter last night and the owners manual indicated that there are fuse boxes in one of the side compatments in the boot (it is a touring model) and one other location. Sorry I can't be more precise but I'm away from the car right now. The fuse panel for cig. lighter is in the right rear of the trunk, above the battery.
I know this is not your question, but I bought a 2000 528i with 68K miles in almost perfect condition. So with a 1998 I really would not but anything with more than 90K miles...

The 2000 Volvo S70 might have more than one fuse for the power windows. One is the ATO/ATC 15 type of fuse (flat, 2-blade, blue colored, 15amp). Another is the PAL050 (50amp, red-colored, two-slot female type).
The fuse panel is under the rear seat. The window fuse is in the #57 spot. It is a metal fuse breaker and is larger than the regular fuse. Should be a 30 amp though.
