Probably not, any more than the fact that my father was from Greece makes me a Greek. Laws of citizenship do vary, however, from country to country.
Barack Obama was born in Hawaii, which is a state of the United States of America.
Therefore, by American law, he is a "natural born citizen" of the United States. A few people have argued that Obama wasn't born in Hawaii, or surrendered his citizenship when his stepfather moved the family to Indonesia, but there is one overriding fact that NO ONE is able to refute.
If there were any person in the world who could have proven that Barack Obama was not eligible to become President of the United States, that person - who possessed both means and motivation to find the proof - was Hillary Clinton, Obama's opponent for the Democratic nomination. Since the Clintons and their world-wide political machine were unable to demonstrate Obama's non-citizenship, then it couldn't be done by anyone.
Therefore, Barack Obama is a natural-born citizen and eligible to be President of the United States.
