You don't mention which fuse burns out, but look in that circuit for a chafed wire that is rubbing against metal.
The Toyota Tercel was produced between 1978 and 2000, and consisted of five different generations. It is no longer manufactured but can be bought used.
It is probably your EGR valve causing the check engine light. I recently bought a used 1997 Toyota Celica and had this exact problem. The new valve cost approximately $85 and fixed the problem right away.
They told me $5000.00, however, I bought the extended warrantee and there was no charge.
First, make sure the bulb is put in right and not shorting out to ground. If that isn't the problem, go back and check everything to see if any wires are damaged and shorted to ground.
The "check engine" light is not solely dedicated to the air filter and pcv valve. There are other things that can cause this caution light to illuminate on the dashboard. Assuming you bought this car new and that it has but 37k miles on it, it's most likely still in warranty and Toyota should be fixing this problem for you.
The same thing happened to my 1995 Tercel. I guessed that it was the Alternator. To test if it was, I disconnected the battery while the car was on, and it instantly turned off, which confirms that indeed the alternator is dead. My mechanic also confirmed it. I bought a new one for $95, and once the mechanic changed it, the lights turned off. The same thing happened to my 1995 Tercel. I guessed that it was the Alternator. Genuine ones would be manufactured only by Toyota or companies they contract with to make them for Toyota. These belts can only be bought through Toyota authorized resellers (e.g. dealerships). But there are other companies that independently manufacture them to Toyota's OEM specifications. These belts can be bought at most auto parts stores.
