several could bes. If there is no action, the engine does not turn, the rod running from the key switch to the ignition switch on the column could be broken, or the ignition switch itself could haved malfunctioned. If there has be work immediately privious to the problem, check for loose connection, expecially on the ignition switch.
If it is an automatic it will not have a clutch safety switch it will have a neutral safety switch
the clutch safety switch is located under the dashboard, on most cars, it is connected directly to the clutch pedel.

There isn't a neutral safety switch but a clutch switch that is located under the dash on the clutch pedal.

The neutral safety switch or (clutch safety switch) is above the clutch pedal near the fire wall. It is a small black (on my Subaru Impreza) button that is about half way between the pedal and where the clutch arm is attached.
