I figured it out myself. Pulled the pivot pins for the tilt assembly, removed the snap ring from the shaft and VOILA!!! Now I can replace the broken actuator (lots of stress on this potmetal part). Lots of problems with these Ford ignition systems...

I had the same problem in my '97 Lumina. There is an actuator switch in the steering column that was bad. I was going to replace it myself but the covers for the steering column required that the steering wheel be removed and I didn't have the tools so I had to take it to the garage and have them replace the actuator.
