under you radio and behind the ash tray....u have two flashers ..one for the blinkers and the other for the signal lite
The cause for a turn signal flasher to keep clicking on a 1999 GMC Jimmy is a bad flasher unit. Replacing this with a new flasher unit should solve this problem.

there are two flasher boxes under the steering columb to the right change the flasher it should be a two prong silver canister any auto parts store it's called a flasher
it is located under the dash behind the knee bolster to the left of the cigarette lighter.
The light is made to flash with a plug-in flasher which is about an inch in diameter and and about an inch long. I should be located around the steering column about a foot from the floor. The actual turn signal device is located under the steering wheel. You must use a steering wheel puller to get to it.

the flasher unit is directly behind the kick panel in the center (same panel that your cigarette lighter is in. it takes an Allen wrench and i believe a 8 mm socket to get to. you can interchange your emergency flasher and your turn signal unit to see if that is your problem. hope this answers your question. under the radio by the cig. lighter got the answer from looking at a 97 Chevy blazer
it is pretty easy but time consuming. it is well hidden. it is under ac controls and to the left of the ashtray. you will need to take a lot of screws off.
The flashers are right behind where your cigarette lighter is. You have to take off all of the coverings from underneath your car where your feet go, also you have to take off the cover where the cigarette lighter is. There are two silver dollar size fuses, the one on the right is for the flasher and the one on the left is for the hazards.
