I have the same truck only an XL. The inertia on the driver side outboard the parking brake. Mine is exposed but you may have a kick panel over it being an XLT.
The inertia switch, on your 1995 Toyota Tacoma pickup truck, can be found on the firewall in the engine compartment. The switch will be located on the drivers side of the firewall.

Go to the ford website and download the owners manual for your vehicle the location of the reset switch is in there. I have a 1996 Limited Explorer and mine is located under the instrument panel the right hand side trim panel above the carpet.
