Trouble code P2104 means: Throttle actuator control (TAC) system-forced idle mode

I own a 2003 Navigator and the code is located on the passenger side under the dash. I had to get down with my back on the floor board and I found it on a white sticker behind some wiring on the outerside towards the far right (passenger side). There was a 5 digit code.
