It's called passing gear. It is normal.
check tv cable, and modulator valve as a start
If you press the gas pedal down far enough it will downshift into the next lower gear.
yes with out the cable connected properly and you are going up a hill it will not go into passing gear. or downshift when needed.
If it is a 5 speed the shift fork may be bent of the cable may be stretched or broken. If it is a automatic the passing gear cable may be unhooked or in need or adjustment.
The turbo 400 uses an electric downshift solenoid to drop it into a lower gear for passing when you floor the gas pedal. Since you changed the transmission and have the exact same problem perhaps the switch that actuates passing gear is stuck and feeding voltage to the downshift solenoid even when you aren't punching the gas pedal. The switch is either mounted on the throttle linkage or under the dashboard by the gas pedal. If you want to see if this is the problem just unhook the wire to the downshift solenoid and drive it to see if the problem is gone. The wire is right behind where the shift linkage bolts to the side of the transmission. You won't have automatic downshift for passing when you punch the gas pedal as long as the wire is unhooked, but if it shifts OK with it unhooked then you'll have isolated the problem and will know what needs to be done to fix it.
The "PWR" button allows the tranny to shift at higher RPMs & downshift quicker. Makes a big difference when passing on the highway. The "2nd" button makes the vehicle start in 2nd gear so tires don't break free in the muck or snow.

It means when you select 4, your transmission won't shift past 4th gear. When in 3 it won't shift past 3, and so on. It's also used to downshift to provide engine braking or to manually select a passing gear, as in shifting into 3 to overtake.
Make sure the downshift linkage from the carburater is connected and adjusted properly. Also, some vehiles of that era had "vacuum modulators" which can go bad and cause a little trouble.
Your passing gear downshift is stuck.You need to locate the linkage from the fuel system that goes to the transmission.It needs lubricated.When it sticks in then you are starting out in second instead of first thus giving the lost power scenario. If it is a cable it may need lube or replaced.I am not sure on that car what it is,but not a hard fix at all.Don't let anyone scare you that you need a trans or anything like that.
