It is mostly a pay as you receive system, supported in part by
private insurance and the Medicare program. It does not meet the
current needs and because it is not a US State, the Medicare
program in Puerto Rico receives less dollars per capita then US
States. Local charaties and the Territorial government do have
programs in effect to help out during the crisis, but there is
never enough.
