Yes, it is in the sense that you aren't getting good value. You are being asked to pay good money for results that could as easily be had by following any sensible diet and exercise regimen.
You will notice when you Google for information, that there are dozens and dozens of "neutral" reviews about his book and program, and all of them have found (surprise!) that he's the 100% real deal!
Try googling McDonald's sometime, or MicroSoft. Do you imagine that you'll find so many reviews on those products, which actually are real and do good? Where there's a dozen reviews about whether somethings a scam, there is surely a feeling amongst the sellers that their product seems like a scam. Or they'd not go to such trouble to reassure you.
Finally, the whole weight loss/muscle building industry is a scam in general. Call up any Army or Marine recruiter and ask them what program they use. You'll learn that it's called "eating right and exercising". No fancy books, no abdominizers, no thousand dollar machines. You get up, you do some calisthenics, some moderate exercise, eat right, and...keep that up every day!
And you'll see results. If the Marine Corp counts as a good result, you'll definitely see results. Do you know how much it costs to find out about the Marine Corp diet and exercise program?
Zero dollars. Any recruiter, or any Marine at all, will be happy to talk your ear off about what they did. Now you do half that, or whatever you can do without killing yourself, and do more as the days, weeks and months go by. Slowly but surely, you'll get to wherever you want to be.

I do like how he admits that people get commissions for writing fake reviews - gee, what does that say about a company that lets it's sales people "sell" that way?

No, it is not a scam. I have personally purchased his product and it has excellent information on proper exercise and also very good nutritional information that has really helped me get into shape.
I am not getting anything for reviewing his product, just letting people know how good his stuff is.
As for the neutral or negative reviews that actually seem to be promoting his book, ignore them. They are merely trying to get you to buy Mike's book through their website so they get paid a commission. It's a common internet marketing gimmick.
So my recommendation would be if you have extra body fat you want gone and you would like some great information on proper nutrition ( which is much more complex than most people want to admit - and it goes beyond "eating right") as well as the science behind proper exercise, you really should look into his great product.
