The 7th Amendment of the U.S. Constitution provides that the right to a trial by jury shall be preserved in civil cases (like property disputes) when the amount in controversy exceeds 20 dollars.

This does not guarantee the right to a jury trial in every case. Rather, it preserves the right to a jury for traditional "jury issues." Juries traditionally decide "questions of fact," whereas judges decide "matters of law." See Markman v.
