This is due to allowing genetic make up of these cells to be diverse creating a mixture of DNA from both parents. This is also why siblings are not identical unless they are identical twins.

Telophase occur in both mitosis and meiosis. During telophase nuclear membrane and nuclei reforms and in meiosis it further goes for meiosis 2 which is same as mitosis
