My 1998 Ford Contour dash lights and tail lights went out at the same time but fuses and bulbs are good what is the problem?

I'm having the same problem I'm pretty sure it's a relay but in the repair manual the relay it said it wasn't doesn't even have a port for it so i can't figuture out what needs to be replaced
