They're tested on brakes, acceleration, crash tests, and the electronics inside. Also the lights. Then they check if everything is right inside and out and the car is basically ready.

Check the brake light sending switch. It's usually attached to the brake pedal. If that's not it, check the turn signal switch inside the steering column.
