My 97 camaro had a similar problem with the radio and windows going off and on. I finally got a wiring diagram for the car. The body control module was the fault. The BCM controls the power supply to the radio and windows. I am not sure about the signals but the BCM may supply them as well. Hope this helps as it took me 8 months to find this fault.

Instead of buying a new module, you can probably fix yours by re-soldering the bad connection(s).
The BCM is under the dash on the passenger side. Remove the under dash cover and to the right you will see a small box with 2 plugs going into it. This is the BCM. Remove the plugs(push the tabs first) and disconnect the plugs. Remove the box and open it up. You will see a circuit board with several relays on the top side. The bad spot(s) are usually on the bottom side in the area where the relays are soldered. You will most likely need a magnifying glass to find the spot(s). Look for solder points that are cracked, loose or dull. (mine was cracked).
Use a soldering gun to heat up the points and apply new solder to them(it).
This should fix the problem. Plug the module back in and see if is fixed. If not, look again for a bad spot you may have missed.
If it works, then re-install the module and think about how much money you saved!

Check the fuses or change the bulbs.
you have a bad turn signal flasher.
There is no button for the turn signals. They are activated with the lever on the left side of the steering column just like any other car.
The turn signals are not fused front and/or rear. If the rear are not working you need to check for power and grounds for the lights.
replace the flasher(underneath driver side dash panel)
Check your fuse!
if it is a five speed, you have to release the brake and only have the clutch pushed in. my camaro did this last night.
check the bulbs first. most of the time a bad bulb will stop them from blinking.
I just took my 97 sebring convertable in for no turn signals, wipers, rear defroster and radio. They replaced the ignition switch and now everthing works.
We need more information. Never work? Come on and not blink? Do the 4way flashers work?
There is not a separate fuse for the rear turn signals. If the rear does not work it is due to a defective bulb or a bad circuit board.
sounds like a ground problem to me..
