There is a wiper relay in the relay bank under your steering wheel. I would have a Volvo repair shop replace it to avoid your SRS light going on... when you remove that panel there is a liner with a yellow sticker with a warning about the SRS light and how to avoid it going on if you want to check it out.
I replaced mine with an intermittent wiper relay from IPDUSA.COM
As for the wipers not working when you use the squirter, this may solve the problem... unless do you mean your washer won't spray? I don't think that is what you mean... but if so could be the switch or the washer pump.
The hoses on the washer fluid pump motor are in the wrong locations. On the bottom of the washer fluid bottle, there is a pump. Swap the rubber hoses and it should work properly.

The multi function switch is inside your steering column cover and the hazard button and the turn signal lever stick outside of the steering column cover ( so , turn signals , flash to pass , high beam headlights , windshield wipers - high / low / intermittent settings , windshield squirter button , hazard flashers ) I had mine replaced when 2 of the intermittent wiper positions did not work and I would have to push the windshield washer squirter button 3 times before I would get any washer fluid
On my 1995 Ford Explorer , two of the intermittent wiper positions stopped working and I would have to push the windshield washer squirter button 2 or 3 times before fluid would squirt . It turned out to be the multi - function switch inside the steering column ( turn signals , hazards , wipers , high beams etc . ) A Ford dealer changed it quite a few years ago and I've had no problems since

The difference between a front load washer and regular washer is that a front load washer has a door in front were clothes are loaded and that is also where washer settings are located. The regular washer is usually a top load where clothes are loaded on top of the washer.

That's backwards, as a washer is much heavier than a dryer, particularly when it's full of water. There are over/under units, but you can't simply set a regular dryer on top of a regular washer (or vice versa, which is a bad idea anyway).
