try swapping out the relay in the engine bay fuse box
Check the fuse for the headlights. It is probably open.

there are 4 switches that are similar for headlights, fog lights, rear defrost and hazard. the headlights and fog lights are on the left side of the steering wheel. rear window defrost and hazards are on the right side of steering wheel.
Check headlights and dashboard lights first. If no/minimal power for the lights then replace battery.
if you recenly replaced bulbs u may have installed them backwards they should be running lights and brake lights if this is the case they maybe installed incorrectly
I also own a 97 Ram 1500. Recently my headlights would go out when I tilted the steering wheel into the down position. I replaced the multi-switch (wipers, brights, turn signal) and the problem was solved.
The head lights have nothing to do with the check engine light.

If by "dim headlights" you mean low-beams... the bulbs are bad and must be replaced.

to the left of the steering wheel on the headlamp switch/blinker selector there is a ring about 1 inch from the tip, turn the ring, when the low beam headlights are on the fog lights will be on, if the headlights or set to hi-beam the lamps will be off
Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.
