A Jack Russell is an extremely active, energetic breed that requires lots of physical activity. Consider training the dog to safely run on a treadmill for several short periods a day.
Finally, locate the best dog trainer you can afford and have him or her evaluate your dog. Ask the trainer about such issues as reducing aggression, crating to help with housebreaking, and learning basic obedience. It sounds to me as if the pooch is left to fend for himself a lot and has not been taught how you want him to behave. Helping a dog become a good pet takes a lot of effort, especially when the animal is a cross between a potentially dog-aggressive breed and a very active breed.
