If the laws of your state make provision for it, you might speak to your local prosecutors office and see if you can swear out a complaint against your neighbor. If it is granted, the police or Sheriff will serve the complaint on them and you and your neighbor will have to appear and give their side of the story.

I can speak from experience when I say that law enforcement HATES the sometimes bizarre efforts that are made in attempts to draw them into neighbor-against-neighbor conflicts. Unless some credible proof can be offered that probable cause exists that your neighbor committed a criminal act, the police will NOT act.

All of the acts reported in the question, even if they did occur, amount to no more than misdemeanor offenses which, in order for the police to become involved, MUST occur in the presence of the officer(s) for them to legally be able to take action.
