As an aside the Reconstruction Era was much like the post Iraqi War period where profit was seen as more important then reconstrution and rehabilitation. The success of the Marshall Plan used after WWII was rejected in favor of exploitation and profit. Perhaps the ancient advise given in Hosea 8:1-14 should have been adhered to in both of these conflicts: "They Sow the Wind, and Reap the Whirlwind".
