"Short Throw" really is talking about the distance the shifter has to travel between shifting not necissarily the height of the shifter. In that case, no you don't need a different boot. Now put on a "shorter" shifter, which in case does not mean a new boot, because the boots are made of a flexible material and will fit a shorter shifter. If you put on a taller shifter, anything higher than 4 inches greater than factory, will need a custom made boot.
how do you remove the shifter boot in a 2001 hyundai tiburon
You will need to remove the boot and such to get to the base of the shifter. I have a 1990 and I had to remove 3 star bolts/screws on the base of the shifter. Once removed, the lever assembly pulled right out.

Been a while, but don't you Take the boot off inside to get to the shifter. It either has a locking ring that holds the shifter in or 4 bolts holding the shifter in. In either case, remove it and the shifter pulls out.
No, the transfer case 'Shifter Sheet' (not seat) is changed by removing the shifter from the inside of the vehicle. I recommend you get a manual and learn how to remove the shifter. Several are available for free download. It has been a while but from memory I can say that the rubber boot inside is pulled up followed bu the shifter rubber dust boot underneath, then you can push down on the retainer that is around the shifter and give it a 1/4 twist CCW to get it off, the shifter should pop out by pulling up on it. As I recall the knob has to be removed to replace the 'Sheet'.
The snap rings that hold the shifter in place have popped out and you will need to remove the boot to put everything back where it belongs.
Remove the rubber boot by taking out the 4 Philips screws in the pastic base then lift it off. the boot is attached to the plastic. Then pull the next rubber mat up enough to get to the 3 torx screws, These are what holds the shifter in. MAKE SURE THE VEHICAL IS IN NEUTRAL. Remove the screws and lift the shifter out.
