Why do you need to do such a major cleaning and kill the bacteria on the gravel? A good amount of beneficial, good bacteria live on the gravel. These bacteria help filter fish waste and food waste that would pollute your tank.
If you are basically looking to start your tank over due to fish loss from illness (which means you have to go through starting a new Nitrogen Cycle) you can bake natural gravel at 450 for an hour to sanitize it. If your gravel is painted/coated, it cannot be baked and should be thrown out.
The glass or acrylic tank and any non-porous decorations can be soaked in a 1:20 part bleach mixture overnight and then rinsed well until you can smell no hint of bleach. Then, let them sit outside in the sun on a towel for a few days to evaporate every last trace of bleach. Bleach is toxic to fish, so I must stress that if you choose to clean with bleach you can NOT bleach anything porous (so only plastic plants, no silk; only natural rocks, no driftwood) and you MUST let it sit in the sun to evaporate fully.
