Go with the wave if you just get some mild pimples or you have rough or dry skin. If you use the wave, you should put moisturizer on after you use it. Proactiv is really more serious and for more sever acne so it's really which ever severity you have.

If your skin can't handle it then it will just get worse. Neutrogena is softer on the skin and has different types so that people with sensitive skin or easily irritated skin won't be damaged. So it just depends on your skin type. If in the past products don't seem to make you itch or cause redness then Proactiv works better than neutrogena. If you have had problems with products irritating your skin or causing itching then use neutrogena to lessen the chance of you skin getting more damaged.
