high beams and low beams are on different filaments, and sometimes different bulbs completely. find locations of your head lights (autozone.com may be able to help) and pull it out and look at it. if there is any break in the filament, replace the bulb, if it is good, start checking fuses and such. usually it will just be the bulbs gone out, unless both went out at same time which would mean you blew a fuse.
the high beam indicator is only on when the high beams are on
High beams on vehicles are for when the road is really dark and the low beams aren't bright enough to see.
High beams are the "bright" setting of your headlights. The reason they are sometimes referred to as "high beams" is because when they are on high beam or bright setting, the lights are directed straight out, instead of a bit more downwards as they are on "low beam" or "dim".

sounds like you have a short in the low and hgh beam switch take it to auto electrician
a ray is (any of the thin lines, or beams, of light that appears from a bright source)
try checking ur high-bea fuses and relays
I dont know about the '99, but on my '95 the high beams are activated by pulling the turn indicator lever towards the driver. Pushing it forward turns them off again.
