The line has to be drawn somewhere! Indiana is mostly in Eastern time zone with the exception of the counties near Chicago and the counties near Evansville. Illinois is in Central time. The reason is that Indiana is more closely tied economically to communities to the East than to the West. The counties in Indiana that are in Central time are more closely economically tied to communities to the south and west that are in Central time. Chicago is in Central time because it is economically tied to "farm country" to the south and west.
Mobile phone numbers in England are not specific to a region, they are countrywide. That is England, Scotland, Wales and Northern Ireland. You used to be able to tell which provider (such as Vodafone, O2, etc) the number was tied to by the 4 digits starting with the 7 ie 7024, but I don't think this is the case anymore.
