Either you're very lucky and should enjoy it or you have a bad sensor or gage.
It should work fine. Be on the lookout for gasket leaks if it's a high-mileage engine.
If the engine cranks and doesn't start it might not be fuel related. The injectors are fired by high pressure oil. If the fuel pump on the rail will not run, there is a relay in the battery junction box and also an inertia switch in the right front kick panel that should be checked.

It's a cycling clutch compressor, doing what it's designed to do. The AC system is set to operate within a specific pressure range. When it reaches the high side of that pressure range, the compressor clutch cuts out to relieve system pressure. When it reaches the low side of that pressure range, it cuts back on. What you're experiencing is perfectly normal.

ICP= injection control pressure, it senses the high pressure oil and reports it to the computer to determine fuel control. It is located on the back center of the valley of the engine on the high pressure pump cover.
