On 1994 Toyota 4Runner-how do you unlock the steering wheel to start the car Wheels steering wheel is locked so that key won't turn in ignition even when jiggling the steering wheel?

You have to turn the car off and turn it back on. This didn't work immediately for me, but I moved the car back and forth a little, and then it started. Just turning it on and off wasn't enough.
