Could be,a worn key, (try the spare key)
the wrong key,
pressure on the steering wheel lock pin, (try wiggling the steering wheel at the same time you're wiggling the key)
worn switch,
Key could be damaged, tumbler could be faulty, lock bar in the ignition could be faulty (the latter is more a common problem with GM than with Toyota, though).
The panic alarm might not turn off in your Toyota Camry because of damaged or exposed wiring. You might also have a fuse that is damaged.

no. it not only wont bolt up but the electronics are entirely different.

Check the idle sensor if you have one.
im not a professional but that's happenned before i my 97 Avalon and we replaced the ignition switch.its about 80 dollars and very easy to replace yourself.
Actually what is the question?
It could be the wrong key...not inserted completely (or inserted to far if the lock is damaged)...the steering wheel lock could be exterting extra pressure on the lock (try moving the steering wheel a bit to see if that helps)
